Inside my city, the neighborly help sign continues to flash above my builders' hut - what does this signify? and what must I do, to get it to disappear?

Hi Lyra, this will be present until you build or upgrade something that takes longer than 30 minutes to complete.

I think I understand. To clarify: The game is waiting for me to do an upgrade that's longer than 30 minutes?
