New "notes" on upgrade tab

Just went to look at what I need to upgrade my workshops and saw an " i " above population and culture. (Its also on Residences)
I clicked on it and was told what Population is and what Culture is and how much I have.

I'm on Chapter 13 - Amuni. I think I know this by now.

When did this change happen?
What are the benifits of this?

Has always been there, and it should, as the game needs to explain the features, and these should remain consistent for all levels.

It may have been there for a little bit, but I do not think its "always" been there.

Been there since at least 2019 when I started playing. Can say from my own experience before that.
