There are a number of places in the game where you get a warning that if you do this, production will reset. For example, switching the trader between Seeds and Unurium, evolving a wonder, moving a set piece, etc.
However, it gives this same warning, even if nothing would be lost. See the screenshot where I just collected from the trader and want to change. (You can see the progress bar in the background.) The warning is useless because there is nothing to lose at this point.
The proposal is if there is less than a certain threshold created (let's say, 10 minutes worth of production), the warning dialog is suppressed. (I think one of the biggest benefits here is moving sets around.)
Aside: There are some other places that also reset but never prompt: upgrading a building (vs. evolving it) or moving a set piece that is disconnected from roads.
