Was wondering why the Orc Rally Point at level 3 give same amount as level 2. the reason for upgrading is to get more.

I think that's working as intended. With Rally points, the reason to upgrade is to get faster production. If you can't log in regularly, there's no advantage to upgrading your rally points. Note it's taking the level 3 about an hour less to produce the same number of orcs. Although some of the wording on the wiki is ambiguous (more in less time) the table shows what time each job takes for each upgrade.
Also, you created this in the 2017 archive subforum, so it might not have got dealt with if it were a bug. You'll want the parent forum, next time.
