I'm at the end of chapter 5 still acquiring kps to research advance scouts. I scout a province and now its asking me for orc's to complete an encounter.???

You have scouted too far*. You will have to stop scouting until your city catches up, or fight instead of negotiating.

* Too far being a developer line, as opposed to any actual need. You have exceeded the developers intended rate of scouting.

The Orc requirement starts at ring #11. If you have less than 222 provinces conquered, then you still have more provinces that you can complete. Try scouting the cheapest possible provinces :)

At the end of Chapter 5 (100 provinces needed) and a world map progress score of 10,000+ (mine is 8300 with 169 of the 160 needed to enter chapter 8) I don't think a straight line is the issue.

It is very possible. I have a player in my fellowship who is in chapter 5 and only scouted north and hit ring 11. She only had 85 conquered provinces when that happened to her

Anything's possible. But the world map progress score of 10,000+ makes it unlikely to be a very long straight line. That doesn't mean there aren't closer provinces, I'd guess she might have a dozen or more (possibly 20) that are still inside her ring 11. But she's about to hit a very long dry spell, since she'll have to get through Chapters six and seven without doing much more exploring.

Or you have scouted out in a straight line, try scouting a province closer to home (the cheapest one is the closest)
ok here's what happened. There are spots where I have ring nine and ten left. That province was the first in ring eleven. So before I scout I have to count. Thanks you all
