The Orc chapter is chapter 8, but you can start seeing the requirement for the non-combat orcs in scouting before then if you scout too far.

Actually, The Hobbit is the first piece in which they appear. Tolkien even left a footnote there explaining that these creatures are not related to orc- prefix used with whales.

Right you are, but I was going for movies in order of release, rather than the books.
@luckytrim you have to build Orc Rally Points. (And there's no harm in having a bit of fun.)

Orcs will be produced primarily in your Armories, so make sure you upgrade those.
