Since inactive cities remains a festering wound for most of us, I have a new formula to suggest. Instead of basing it on a fixed average level of the city, a sliding scale might improve things.
After 30 days inactive, a city with a score of less than 500 is deleted (diamonds can remain on the account)
After 60 days inactive, a city with a score of less than 1000 is deleted (diamonds can remain on the account)
After 90 days inactive, a city with a score of less than 1500 is deleted (diamonds can remain on the account)
After 120 days inactive, a city with a score of less than 2000 is deleted (diamonds can remain on the account)
Those are all cities that are smaller than the current minimum (level 4 buildings) but the fact that it doesn't matter if they have diamonds or not, or have made it to chapter 4, after a certain period of time means a lot of debris gets removed.
After that. Run a different algorithm for moving them out to the fringe.
Regardless of how often they log in, if the city score is less than 500 after 6 months after creation, move it to the outside of the map, because it's just someone who is checking in to see what's happening on the world, and they aren't really playing. Then those of us with a second (or more) city for checking other servers, can get out of everyone's way on the alternate worlds.
