One way is to look them up on ElvenStats.com. The graph can be indicative (flatlining). If they have dropped off long enough to be a concern, it should be visible.

A way to tell if a player is active is by seeing if their score is increasing, receiving neighborly visits from them and if they participate in the weekly events (tournament/ spire) regularly. As @Aritra mentioned, you can look them up in Elvenstats and see if they are inactive. You will be able to tell if they have been inactive for awhile if you notice a black triangle by their name. This means that they have been inactive for more than 4 weeks.

On mobile, you can type "/who" in chat without the quotes to find out who is currently online. fyi capitals don't work.
Interesting! I never knew about this. Could definitely be helpful. Sometimes you don't know if they popped on and off again or are hanging out, lol

It helps to know who you are saying "good morning" to, if anybody :)
But if you tend to lurk when others say "good morning" you might get caught
