Probable Bug with Jester's Tavern

I have two cities. Both have Jester's Tavern with the entire set completed. All touching, same pattern. Both cities have a MH. However, only one of the cities is giving the boost to the Jester's Tavern. Hence me saying probable bug.

Either both should give the boost, or neither.

Should I just open a ticket anyway?
