Unfortunately, it's my understanding, that the area outside of yo7ur city is not active. The snowman is probably part of a background picture (which is changed each season) and thus not even an object (though the background itself is). Since to give something a feature (active, in this case) it has to be a separate object, the snowman idea won't work without without doing two things: making the snowman a separate object from the background, and either activating the area of his existence (you suggestion would mean activating the entire screen), or moving him/her (I take Snow-man as non gender denoting), into the active area. All of which is say, as @Moho, just did with a lot fewer words, it "probably seems too much trouble for this."

Besides what the others have said, the winter background will be replaced soon by the spring one, followed by the summer one then the fall one. Sometimes the background will be new altogether or just a subtle change to it.

You mentioned snowman, does that mean you haven't seen both of them? There is a tiny one on the land bridge to the right of the city.

The snowman is from the Lazy Snowman event building, but it is just a part of the whole background picture, not separate from it. There is also artwork from a part of another event building. I can't remember its name, but the part used in the background has been dubbed the invisible fisherman. It's just below and to the left of the lazy snowman. You can see the fishing line and the ring wave from the lure being dropped into the water.

Thanks for reminding me of its name. It actually was in an event before that one. I don't know which one it was, but here's a forum thread link from Feb. 20, 2020 showing a pic of both the building and background. It's a silly thread. You may wish to look at more than the pic - or not.
