Quest 30

I'm currently on Quest 30, The First Training. I am an elf. The first part of this quest tells me to train sword dancers, which I have. The second part tells me to use a mysterious booster spell. I do not have one of these sells in my instants, or anywhere else in my inventory that I can see. How can I complete this quest so I can continue the storyline?
