I have noticed on Cultural quest get 150% then receive the reward, I had to remove some of my buildings to go DOWN to 150% to complete it. If I have already 170% it should have autocompleted.

This isn't a bug, it's actually is a quest. You don't have to do the quest, you just click "decline".

Also, you've placed this in the Bug Reporting Archive for 2017. When you need to start a bug report thread, make sure it goes to the right place, because the archive is for issues that have been resolved.
