Quest question

One of my quests is titled neighborly help. It has been there for awhile and says I have to reach a max culture of 150%. I have 170% and yet it does not say I reached my goal. Should I just cancel this quest or am I missing some part of it I am unaware of.

Ah, this is a somewhat broken quest that was never fixed. You actually have to drop below a hundred and fifty on culture bonus, then bring it back up to that, inanely, to complete the quest, but there is no harm in declining, if you are able to (by researching Advanced Scouting for the next chapter).

How do I drop below the 150%. I am still pretty new to this.

You would have to remove (sell) some culture buildings to go below 150% then rebuild them to go back to above 150%. I would just decline it as well if you have the option.

What @Sir Squirrel said. It's really not in your best interest to complete it unless you're at a point where you want to replace your current culture buildings, and the storyline quests will move on to the next if you decline, with no penalty. : )
