QUESTION: 23 hour coin collection in World Map?

I've been looking for an answer on the forums, and the WIKI page won't connect.

About 2 days ago I started seeing some of my discovered provinces "browned out" with a coin icon. When I click on the coin icon, I get 750 coins and a clock appears with a 23:00 hour countdown. After the 23 hours I can collect another 750 coins. It started with 4 provinces and now is up to 8.

Will someone explain this to me please?

These are inactive players they are removing from the map. Once a suitable new player starts (one with the boosts to occupy that spot), the coin log will be replaced with a city.

Until then, enjoy the coins.
