I am no longer able to expand by completing a province. It indicates that limit has been reached. Will this be permanently? What does this mean?

Currently this is permanent. There are a fixed number of expansions in the grid of the game; the wiki explains in detail at:
Wiki-Expansions
Right now those numbers are:
City Expansions (research) 47
Province Expansions 61
Premium Expansions (cost diamonds) 35
So once you complete 475 provinces and get all 61 expansions, there are no more available from that mechanic.
