Can anyone tell me how to ask for specific help from my neighbours? For example, I would like to be given culture rather than money.

Put Culture in your cities name. Some people dont care and are to lazy to scroll so they just do main hall.

at least you get help from neighbors....all my neighbors are dead accounts...
