Research advanced scouts -- already completed?

My new task is to research advanced scouts, but I have already completed that task in level 2. I don't see it as an option in level 3. What am I missing or not understanding here?

You will get this quest at the end/start of every chapter. Between level 2 and 3 is a chest that you can open after you have conquered a certain number of provinces (30), your scout tech is under the chest.
