Reward for two residences above level three

The reward for two residences above level three is worded very poorly ! It should say they need to be upgraded to level four.

Also the reward is offered way before it is possible to upgrade to level four because you have to research advanced residences before you can upgrade to level four and tis is not possible for very long time.

This is very frustrating and is not conducive to enjoyable play.
