Until they do it (or in case they never do), there are two player-run sites that help a lot.
If you haven't already encountered them:
The first is Elvenstats.com (your city stats are here: https://www.elvenstats.com/player/us1/4265907)

The second is elvenarchitect.com. You can get to a pre-made map of your city from the above site.

On your page at elvenstats, look for this:

when you click on "View City On ElvenArchitect" it will expand to this:

if the time at the bottom isn't recent, click on the little refresh button:

Then the "click here" link will draw your city in 2D perspective at Elvenarchitect (which for what it looks like as of a few seconds ago, you may skip directly to by clicking here)

The question wasn't about rotating individual buildings, but about rotating the view so you can see stuff that is hidden behind buildings. That doesn't affect the construction challenge -- just make it easier to actually see what is going on.

There are quite a number of buildings (especially event buildings and guest race portals) which are so tall, they obscure the view of what is located behind them. For example, I can't see one of my halfling farms and field behind the massive tree that is sitting on the halfling portal.

Yes, to rotate the city, all the buildings would also have to rotate, which would show a "side" of the building you couldn't see before. This is actually a 2D game that just looks like it is in 3D because of the offset angle. There are no graphics (art) for the other sides of the buildings, and it would be too labor-intensive for Inno to undertake.

But, ElvenArchitect solves the problem (though you have to flip back and forth and perform every move twice). It also has a BUNCH of handy analysis tools, so is even better for city planning in that respect.
