Possibly. Are you still in Ch. 1 @Ramseyneena? If you are on the new tech tree there is a research tech in Ch. 2 labelled "Fellowships" that you will need to complete before you can join a fellowship.

Yeah, I'm still in Ch. 1, very near Ch. 2. I just need to finish The Simple Trail on the last tier
