Guest race buildings are never needed in the next chapter ... but you should wait until you get a quest to sell it. (But if you do accidentally sell a portal before the quest comes up, you can always build a level one dwarven to complete the quest. Any portal will do.)

Building and selling a Dwarven portal will even work when you still have your current guest race portal. At least my quest was fulfilled when I did so at the end of chapter 18.
