M / A / P / V => SS (Model V5)
280 / 104 / 7 / 99 => 1520 (1519.84) [5/3/2020]
289 / 109 / 7 / 100 => 1612 (1612.23) [5/17/2020]
294 / 115 / 7 / 101 => 1685 (1685.18) [5/24/2020]
301 / 117 / 8 / 101 => 1756 (1755.88) [5/31/2020]

The new model looks crackin' good! (Updated two previous weeks to include a level of wonder under construction in the count. Given the influx of KP from the tournament, it looks likely that I had 1 AW under construction every Sunday morning...)

Does this mean that if I use this info to delay changes which would increase the Spire squad sizes, where practical, I would have more squads for the number of units I produce? My choices do not affect the relative difficulty of any of the Spire battles?

That's right. It works the same way for tournaments with SSUs - if you delay taking SSUs (or avoiding optional ones completely), you will have more squads to fight, while difficulty would be unchanged. The thing with Spire SS is that most of the things that you can delay on a weekly basis would have fairly small impact - unless you're considering stopping your research completely for some time.

I am currently building a new city, it has 6 starting expansions, and will get 3 regular, these 9 expansions have to suffice to het the account to chapter 3 and unlock the spire.

The spire then has to find a way to unlock more "premium" expansions instead of regular combined with building up a moonstone set.
Lets see how extreme we can make an account and beat the spire ;)

Alright, I think it is time to officially close this project. Observations in the last couple of weeks did not show any discrepancies (outside of rounding) between actual numbers and Model v5.0. There are no historical observations left that do not line up with this model outside of the input/observation errors. So Model v5.0 is basically how base Spire squad size is calculated:

Model v5.0: https://minmaxgame.com/spire-squad-size-model-v5-0/
[Google Sheets calculator for the Model v5.0]

The formula is more complex than I originally anticipated, given other calculations in the game. And I have to say that this project was way more fun (for me) than playing the actual game. The challenge was real, even though I never doubted that we'll get to the bottom of it - eventually ;)

And given the complexity, community data turned out to be crucial. I've got 300+ observations spread out across very different cities. To get comparable sample with just my own resources would have taken literally years of observations. So I'd like to acknowledge people who contributed data, ideas etc over the last few months. Many people contributed data from multiple cities. Apologies if I missed anyone - this was not intentional ;)

Oh Wise One
@MinMax Gamer if you are still wanting data for very small cities, I started a new account on Beta three weeks ago and today is the first Spire there. I don't remember now the exact numbers you wanted, but here is what I have:

CH3/MH8/AW0/EXP19/Squad69/Spire Squad 31 - Enemy 14

All research, including optional, done for chapters 1 and 2 and only Adv Scouts done for chapter 3. No premium expansions bought yet. Was there anything else?

M / A / P / V
301 / 118 / 8 / 110 => 1776 (1776.8691) [6/7]
307 / 121 / 8 / 111 => 1851 (1851.8674) [6/14]
313 / 123 / 8 / 111 => 1907 (1907.3868) [6/21]
317 / 126 / 8 / 112 => 1971 (1970.9789) [6/28]

Still perfect; and entirely consistent with under construction AW's counting towards your AW levels.
