Squad size upgrade not lowering the toughness of provinces

A few days back i was at the end of dwarven chapter and had one squad size upgrade remaining to research ..along with that the provinces were all green and i had 135/130 provinces done to enter the fairy chapter..however once i researched the provinces didnt go down to blue which is very easy but stayed in green....
I dont get it..why did the difficulty stay the same despite of squad size upgrade?

I think, though I could be wrong, the squad size upgrade doesn't effect scouting costs since, it's my understanding, the strength of the troops you face is based upon the squad size you have. In other words, raising your squad size makes the opposition stronger as it's set by your squad size. I'm not sure that's correct but I've seen the same thing in my cities and that's the conclusion to which I've come for now. I'm sure somebody else understands it better and may have a better explanation.

Squad upgrades only change things by a small amount, by making your squads a little bigger, while the enemy stays the same. That means the further you get in the game, the smaller that change is, and the less likely one research will show any difference in the color coding.

I guess I was wrong. If the squad size effects the scouting color by so little it doesn't change with a squad size upgrade, that would explain why I thought it didn't effect it at all. My mistake.
