is there a view-able page that displays how many provinces a player has?

In your buildings menu, under the expansions tab, hovering over the province expansion button will show you how many provinces you have completed.

There is nothing however to tell you how many you have scouted, only those you have completed.

You can, but you will have to do a little bit of math to see how many actual provinces they completed. Just go to any players city and mouseover their rank to see the stats of how they acquired their ranking points.
