Browser + version: Chrome, Firefox (issue appears browser agnostic)

Current situation:
When zooming in and out, the zoom level gets 'stuck' in either max zoom in or max zoom out when using the scroll wheel, and often skipping my preferred 'medium' zoom level in-between Browser zooms are not changing. Most commonly occurs on my Surface tablet in laptop mode (with external mouse, but occurs on all of my computers, at least occasionally. (Previous bug reports on this/similar issue have been closed prematurely and persist)
Expected situation:
Smooth, consistent zooms using the mouse wheel.
Reproduction Steps
1. Zoom in, stuck, skips 'medium' zoom
2. Zoom out, stuck, skips 'medium' zoom
