each guest race has it's own stuff it makes and wont need previous guest goods .. chap 7 is copper and granite free .. i do know someone that had to rebuild portal/goods due to a missed tech tree city expansion, but otherwise once chapter is over it's a new new race with new needs

@Lord Lonely You will get a quest to sell your Dwarf portal so hold off on selling that but if your finished with level 6 you can sell your mines. I would upgrade roads first, but that is up to you.

If you dont want to update your roads yet
Make sure you stock pile enough granite and copper to do so later
You can still update your roads after you delete the portal as long as you have enough goods
Only the portal is deleted not the excess goods you produce
