The Solve Encounter Conundrum

One of the common complaints about Quest Lists for Special Events is the "Solve X Encounters"
Often it insists on regular encounters, which can be hard for some.
Sometimes it allows Tourny encounters, which are way easier.
I was just looking at the Task List for the Valentine Event that started in Beta last week and saw this

"Solve 3 Encounters or 15 Tournament Encounters"

That seems like a remarkably simple solution

A couple of events ago we had the same option, except the number of encounters solved was the same whether normal or tournament. I would expect that 3 or 15 bit to be evened out some by the time this hits the live servers.
