How do I make the Spire give me what I need? Seems it never gives me the Spell Fragments.

Nothing much you can do but keep doing the spire and hope the rng starts giving you some spell fragments.

Offer a sacrifice to the RNG gods. Alternatively, you can start complaining about getting too many Spell Frags. It likes to spit out that which you appreciate least of. The RNG gods are petty, like the ones on Olympus.

Hold open a quest for Combine Catalysts, and you will get a deal more of everything else.
