If you have 90 provinces cleared, and they are equal, then you'd have 10 crystal, 10 silk 10 gem etc to work with.
Most players don't have 90 cleared until chapter 5. A chapter 2 player probably has 4-5 of each province type cleared. Meaning you can't really hope for more than than 1K points from a chapter 2 player.
