The feeding effect for the red panda is extra vision vapor when you craft in the Magic academy. This effect does not change or get better in higher chapters, so if you are going to craft it for the feeding effect, then crafting it now is fine.

How much Vision Vapor does it produce per Pet Food?

If you don't have the artifacts to bring it to level 10, I would not craft it. I can imagine you'd want it, the MA chest might become the best source of diamonds in the future :(.
