Unlocking Tournament Provinces

For this current tournament, the second of the "new" tournaments, I was given 10 tournament provinces, I've completed them thru round 2 and can't figure out how to unlock more. I clicked on the information button which tells me that I need to complete more level one tournaments in order to unlock more provinces - it ignores me when I tell it that I am trying to. Can someone please tell me what I need to do in order to unlock additional tourney provinces?

Scout more. You only get to play the tournament in provinces you've scouted on the map (or maybe completed; I don't recall).

^^This. They open up for tournaments once complete.
The number of provinces available in a tourney is the number of provinces of that type you have completed on the world map. So, if you have 10 steel tourney provinces available you have completed 10 steel provinces on the world map.
