Have you activated the adv scouts tech for Ch5? The research tree is confusing with that tech being the first one in the new chapter, but the game does not recognize you as 'in' the new chapter until the first tech (adv scouts for many chapters) is filled with kp and activated.

@Ruwyna There seems to be some confusion about what you're trying to do.
You said upgrade, but if you meant upgrade or evolve. This is a very common area of confusion.
If upgrading to the benefits of a higher chapter, then need the Royal Restoration instants, but also recognized in new chapter (as @samidodamage described).
If wanting to evolve the Owl, such as from stage 2 to stage 3 or stage 5 to stage 6, then you'd need Artifacts (which are not available in the Spire or for crafting at this time, so watch for them to show up someday)
