Visiting Neighbors

I am trying to visit neighbors but when I click on name on map nothing happens. I have tried clicking the helping hand in neighbor list but it tells me I need to research neighbor. What am I doing wrong?

In your tech tree, there should be a tech "Neighborhood" with a handshake icon. Unlock that first.

I have looked at everything and am not seeing "neighborhood". What tech is it under? I apologize for being dumb at this.

Assuming you are in Chapter 1 it should be right after the techs for Armory and Trader
