But, things change, and not always for the better as it would seem here..
Devs still want to hear complaints and praise, but when a business relies on volunteers for game moderation, they have to be leery of what happens if someone gets a promise or a denial that wasn't by-the-book. Maybe a not uncommon flaw that most people ignore gets a complaint and a moderator senses they are more touchy than most and gives them 100 diamonds as an apology. That shows up on the forums and suddenly they have 126,000 tickets demanding 100 diamonds....

Every lawsuit won/lost and every change in laws make things a little less free-wheeling. That is an inevitable result of the kind of society in which we live. We strive for equality by making things a little less free for everyone. Despite the experiences of the average person on the forums, electronic games and social media are mere infants in relation to the body of law on which most free nations depend, and we are still learning every day.

Seachant, sometimes support tickets have a private message that really shouldn't be shared on the forums, this is why the rule exists, is my understanding. As for your case where the info might be helpful to others there is nothing stopping you from saying "After more research into the question I have found......" you just cant copy and paste a support ticket or really shouldn't refer to it just to be safe!! lol.
As to your question if I understand it correctly the chapter you are in is determined by where you are in the research tree, not by portals or the level of any of your buildings. Building any previous portal will just be a building in your city as you have already passed that point in the research tree!
