It isn't a bug, because a bug (in programmer terms) is an error in coding that results in an unwanted effect across the entirety of the program, for all users. In this case, since there are players who have been crafting pet food in the MA recently (myself included), there is no coding error to be fixed.
One of the challenges of this "game" (and I use that term loosely, when technically this is a simulation) is that of managing one's resources. Budgeting for droughts, spending economically rather than profligately, weighing the cost/benefit of each expenditure, all necessary skills for successful city building.
