i understand that the prize for the current feature missions has a different value depending on the chapter one is on.

my question is: does this value change as you progress through the chapters or is it fixed to the value of the chapter you were on when you won it?

also is the value fixed at the point of the win or at the point of the build?

The cultural value is fixed to the chapter that you have won it in. It will not increase in culture if you choose to build it at a later time. Think of it like a premium cultural building. It can help boost your culture better than other free buildings now, but as you progress, it gets less valuable. But there appear to be events happening on a regular basis, so when your building loses value, you can always win another one!

given that i'm only on chapter 2 it makes chasing it rather pointless.

The Walters quest prize provides 670 culture for chapter 2
In chapter 2, there are 3 available cultural buildings. Flying boat= 250 culture, Spot of Whispering Trees =400 culture or the Shrine of Enar(premium building)= 450 culture.

The next free building that provides more culture than the quest prize for your chapter is the Temple of Ages which is located at the very end of chapter 4. Even beyond chapter 4, that quest prize will have value. It starts to actually lose it's usefulness by the end of chapter 5. So yes, even if you win it in chapter 2, the building will stay useful for quite some time

also bear in mind that it opens the door for a Level Up item as a reward in future events. If they make something like that available quickly, people may even get it before they feel the need to delete their special building, or hold onto the building longer with the expectation of leveling up to an even higher level. It is not outside the realm of possibility.
