Are you talking about the Witch Summoning Circle artifacts? You use them to evolve the Witch Summoning Circle building you won at the start of the event. Click on the building after placing it in your city. There is a tab that says Evolve. Click on it and you will have the option to evolve the building. Every time you do this it uses up 1 artifact and every stat on the building will improve. Stage 10 is the max you can do for any evolving building.
