    Production penalties for low population and low culture

    What are the good and supplies production penalties if culture falls below the 100% level? What about if my population falls (say, I take down some houses to make room for the bigger ones at the next level?) Thanks

    I've noticed in the last week that my required culture has gone from 13000 to 14000 to 15000 and now it's at 16000 as of this morning. Just yesterday, it was 15000 and I haven't built or upgraded any buildings in the last few days. I'm not sure what is causing this. Also, my culture is...
