Abandon a city.

How do I delete a city in another world that I need to abandon? Thank you in advance.
 
The criteria for automatically removing a city is:
  • Fewer than 200 purchased diamonds in the accout
  • An average level of less than 4 for non-removable buildings
    (about 30 hours of playing time)
  • No activity for 30 days in that world, not even a look see
There's no provision for manually removing a city, nor for changing the raace of the occupants.
