I searched for information on what level a workshop is deemed advance. I found a post which states the problem is fixed, however it does not say what level is required.
I have researched advanced workshops and then upgraded one toolshop but I still need 2 workshops. Is a toolshop not considered a workshop?

It's OK - I found the answer in the wiki - level 7. Thanks
