Armory are currently only important if you can't stop by every few hours to refresh the training queue in your barracks.

BUT, at level 20 Armories will be needed to produce the Orcs that you'll be needing in the Chapter VIII Technology Tree, for guarding negotiated sectors, and who knows what all.
