It would be helpful to see the city layout in bird's eye view when building or rearranging the layout. Others have also suggested temporary building storage while working on the layout.

By bird's eye view I'm going to say you mean looking down on top of your city.

Yes, the architect works that way. However, it would be nice if one could have a view like that of the actual city while moving things around.
Roads and small cultural buildings are all but invisible behind larger buildings, which I personally find extremely annoying when rearranging things

Exactly, I would like to be able to work on the actual city. I will try the link you have suggested until then.
