Building upgrade didn't count for quest!

I had a building about to finish upgrading on us2. A residence was upgrading from lvl 13 to 14. So I left my quest on 'upgrade three buildings to level six or higher' and when I went back to check on the city, the upgrade had finished but the quest showed no upgrades completed!

I've already tried refreshing and no such luck. Please fix this before my other two upgrades finish!
