What are buildings on the far right side of he city and how do I get them?

They are the result of having certain advanced wonders built in the city. They do not do anything special and are more like a huge mural dedicated to a specific wonder.

What does each AW need to do/what level be at for them to appear?

They appear when you build certain AW's. Some AW's give you more avatar options. The Wiki section on AW's has a good list of which ones give you what as well as pictures of them. I think you get something extra (backdrop or new avatar pic) with each AW. Oh, and you won't see them if you don't have the in-game graphics option set to high.
