Expected situation:
__ Vortex of Storage Lvl 31 should increase Vallorian Dragon Tower Capacity by the settlement capacity amount, +51%
Reproduction Steps
1. View capacity of Vallorian Dragon Tower Prey Capacity at 40,000 normal amount without Vortex of Storage boost
2. View Vortex of Storage Lvl 31, meant to add 51% to Settlement Portal Capacity
3. Verify on Portal Profits return
4. Verify boost not received, ie not just an image problem
