Is there a green check mark next to it in the research tree?

Expansions earned in the research tree are placed in the middle slot of the expansion tab in the builder. There should be a 1 there, along with the cost of placing it. You need to have the required coins or diamonds to place it. Is there a number in the middle slot?

You will need to contact support if you believe a city expansion was not credited. Please make sure you have sufficient coins in order to place this expansion though.
