Before I finished chapter 3 I looked at a province that still had 3 encounters open in it, 6th ring, dust. This is what I wrote down:
Left Encounter: 1700 supplies, 2300 steel, 260 scrolls
Right Encounter: 870 supplies, 1800 steel
Bottom Encounter: 1200 steel, 1000 scrolls
Army size, left: 67,67,266,266,67,67,67
Army size, right: 85,85,340,85,85
Army size, bottom:102,408,408,102
The numbers really aren't important, I just wanted to show that I really did write it down. I finished chapter 3, opened the chest for chapter 4 and finished the research on it this morning, then I compared the numbers for all 3 encounters in the same province, they were exactly the same. I logged out and back in to make sure it had updated and still the same, just checked it again and still the same. I think either it's a bug or Inno isn't being entirely truthful if they're claiming that finishing the research on an advanced scouting chest reduces negotiating costs as well as scouting costs because that isn't what the numbers are showing. The scouting cost did indeed go down for the provinces I had not yet scouted but nothing else changed.
Please don't get me wrong tho, not a complaint at all, it is what it is and I don't mind the costs. I asked the questions only so I could better plan when I complete provinces in the most efficient manner possible, it's how I play games and part of the reason I enjoy strategy type games, planning out the best strategy. p.s. I decided to go ahead and complete another province bringing me to 70/70 which gives me enough to open the chapter 5 adv. scouting chest when I get to it. I'm going to take another look at the numbers in that same province and see if they've changed which will give me the answer I'm looking for. I'll edit this post and let you know
edit: no change so that answers my question. Doesn't seem to matter if you open provinces ahead of the research, the numbers stay the same. Thank you everyone for your help!
