Earning expansions by exploring provinces

Does anyone know if the game reaches a point after which you can no longer earn any expansions to your city merely by exploring more provinces? The game used to tell me after each time I successfully completed a province how many more provinces I needed to explore before I would get the next expansion to my city but it no longer does that. I am in chapter XVI and have explored 634 provinces.

According to the wiki, there are 66 available and you get the final one at 620 provinces.

Note that every time a new chapter is added, a new province expansion is also released that can be obtained regardless of chapter. Chapter 21 does not seem that far away from being released.
