Elvenar Chapter Level 3 Academy -- Why?

I mean, I don't have enough for the entire chapter, but I can produce them faster than I use them. On the other hand, if you get more output for the same base resources, then that's reason to raise them.

So, do they have a better output to input ratio, or do they just get faster?

It doesn't tell me the costs for each production. Those are the costs for upgrading.

You rarely get better efficiency by upgrading. The portal and the blooming trader's guild increase efficiency of all guest race buildings, but the individual buildings tend to have the same efficiency regardless of their level.

I upgraded one (it's fairly cheap and fast), and the costs scale with the output, just the same.

I feel like there have been some exceptions in some chapters that increasing the level didn't just scale up inputs and outputs proportionally.

The only one I can think of is the S&D chapter, where leveling up a faculty building increases the production of wisdom square also, so that there is greater efficiency as your student production improves beyond its consumption.

I thought there were two other exceptions -- one where the production times changed as you upgraded, and another changed the efficiency. And this is off the top of my head from a very long time ago, so I place no trust in that memory.

In any case, it's a rare exception that proves the rule. I was just trying to figure out why there was this useless technology so late in the age, but no, it does indeed seem to be useless.

The production times was from the orc chapter, I do not recall any efficiency changes. Generally the production rate (amount made divided by production time) at level 1 is 100%, level 2 150%, level 3 200%, level 4 250%. The orc time change one went level 1 100%, level 2 125%, level 3 167%, level 4 250%. In all cases the efficiency (production divided by consumption) remains the same. Now there can be efficiency changes with leveling the portal. The embassies chapter had the portal production modified by the portal's bonus to other buildings, while the constructs and traders of Unur do not. So the portal bonus (0% level 1, 20% level 2, 40% level 3, 60% level) sometimes applies to the portal itself, sometimes not.
