Any player city near me, every single one is completely gone. I do not have a single player city to visit. What now?

Best write a support ticket. Active players should be moved more towards the centre of the map, while non-active players are moved to the rim. Seems they forgot about you.

Check your settings and make sure the "allow auto movement" box is checked

Sounds like your allow movement is not clicked. Personally this feature has worked well for me on both worlds.
